NEW TURKISH SAFETY DATA SHEET REGULATION 2014
On December 13, 2014, the Turkish Ministry of Environment and Urban Planning published its Regulation on Safety Data Sheets for Hazardous Substances and Mixtures, No. 29204.
The aim of this Regulation is to protect human health and the environment from adverse effects of hazardous substances and mixtures coming into the market and to provide the technical procedures and guidelines for preparing the required Safety Data Sheets (SDS’s).
The following are among the requirements for preparing Safety Data Sheets, according to Article 5:
- According to the text of the Regulation, manufacturers/importers have to provide buyers of a hazardous product with a Safety Data Sheet prepared in accordance with Annex 1 of the Regulation if:
- The substances and mixtures meet the hazard classification criteria according to the Regulation of Classification, Packaging and Labeling for Substances and Mixtures of December 11, 2013.
- The substances and mixtures meet the criteria for persistent, bioaccumulative and toxic or very persistent and very bioaccumulative according to Annex 2 of the Regulation.
- In the case where mixtures are in line with the Regulation of Classification, Packaging and Labeling for Substances and Mixtures of December 11, 2013 but do not meet the hazardous classification criteria, a supplier, upon request from the buyer, must supply a SDS if one of the following circumstances is met:
- For non-gaseous mixtures with an individual concentration weight of ≥1% and for gas mixtures with a volume of ≥0.2%, containing a minimum of one substance which is hazardous to human health and the environment;
- For non-gaseous mixtures with an individual concentration weight of ≥0.1%, aligned with the criteria given in Annex 2, containing a minimum of one substance, that is persistent, bioaccumulative and toxic or very persistent and very bioaccumulative;
- Includes at least one substance which is subject to occupational exposure limits.
SAFETY DATA SHEET SECTIONS
The safety data sheet (The GHS has dropped the word “material” from material safety data sheet. It will now be called the safety data sheet or SDS) is specifically aimed at use in the workplace. It should provide comprehensive information about the chemical product that allows employers and workers to obtain concise, relevant and accurate information that can be put in perspective with regard to the hazards, uses and risk management of the chemical product in the workplace. The SDS should contain 16 sections. While there has some differences in existing industry recommendations, and requirements of countries, there was widespread agreement on a 16 section SDS that includes the following headings in the order specified:
- Identification
- Hazard(s) identification
- Composition/ information on ingredients
- First-aid measures
- Fire-fighting measures
- Accidental release measures
- Handling and storage
- Exposure control/ personal protection
- Physical and chemical properties
- Stability and reactivity
- Toxicological information
- Ecological information
- Disposal considerations
- Transport information
- Regulatory information
- Other information.
